Summary
At a joint convention, the Michigan House and Senate confirmed quorums and the House appointed multiple special committees — by unanimous consent — to escort and invite the Senate, state officers, Court of Appeals judges and Supreme Court justices into the chamber.
The Michigan House of Representatives met in joint convention with the Michigan Senate and confirmed quorums before appointing special committees to escort and invite the Senate, state officers and visiting judges, the clerk and floor leaders said.
The move cleared the way for the joint convention to receive a message from the governor: the House clerk opened the board for attendance and announced that a quorum was present. "Madam speaker, quorum of the house is present. There are no members absent with prior excuse," the Clerk of the House said.
House floor motions led to the committee appointments. The House majority floor leader moved "that a special committee of four members be appointed to notify the Senate that the House is ready to meet in joint convention and to escort the members of the Senate to the House chamber." The motion was adopted "so ordered without objection." The members named to that committee were Representative Beeson, Jamie Green, Farhat and Grant.
The majority floor leader also moved that "the House stand at ease," and that motion carried without objection.
In the joint convention, the House moved and carried without objection a second committee appointment to invite state officers to the joint session. The committee was named as Representatives Phil Green and Tate and Senators Huitinga and Kavanaugh.
Separately, the Senate majority floor leader Singh moved and the convention adopted without objection a committee to invite the judges of the Court of Appeals; the members named were Representatives Harris and Herzberg and Senators Demuse and Santana.
Finally, the House appointed a committee to invite the justices of the Michigan Supreme Court, naming Representatives Beagle and Snyder and Senators Daley and Erwin; the motion prevailed without objection. The sergeant at arms and chamber officers then admitted the state officers, Court of Appeals judges and Supreme Court justices to the chamber and conducted them to their seats, as the convention proceeded.
The joint convention proceedings began with ceremonial remarks and an invocation, and then moved to these procedural steps to assemble officials and judicial officers for the convention record.
