Magistrate orders Normandy Holdings to obtain permit or face fines for unpermitted fire‑alarm communicator

At a City of Deltona code enforcement hearing, Fire Marshal Sharon Shivers presented a case against Normandy Holdings, LLC for maintaining an AES IntelliNet cellular fire‑alarm communicator installed at 2310 North Normandy Boulevard without a valid, active permit.

Shivers, identified in the record as the City of Deltona Fire Marshal, said a permit application for the communicator was submitted by DynaFire on 07/12/2022 and approved by Fire Safety Manager Lee Grosvenor on 08/23/2022. The permit was issued and picked up by DynaFire on March 2, 2023, Shivers said, but the installation failed final inspection on 04/20/2023. The permit later expired on 09/02/2023 due to inactivity. Subsequent inspections on 02/09/2025 and 02/26/2025 found the cellular communicator still installed and no valid permit on file.

Shivers said the city's corrective action was to obtain a permit for the installation and pass all final inspections. The city requested 90 days for the property to come into compliance or, alternatively, a fine of $50 per day until the owner notifies the city of compliance.

The magistrate found the respondent in violation of City of Deltona code as charged and ordered the violation corrected before 4:00 p.m. on May 27, 2025 (90 days). The magistrate said a fine of $50 per day will be imposed for each day the violation continues past that date. The magistrate also ordered the respondent to contact the code compliance officer to verify compliance and admitted the case file and photographic exhibits into the record.
