York County commissioners voted unanimously on Feb. 5 to approve purchase of virtual-reality training simulators for law enforcement and related training use, awarding the contract to Axon Enterprises for $96,651 and funding the purchase from a CDS grant.
County staff described the system as an entry-level VR training kit that includes headsets and integrated training scenarios for weapons and de-escalation exercises. Staff said the bid selected came after an RFP written by a committee that included law enforcement representatives from multiple agencies and noted the vendor is already a supplier to the sheriff's office (body cameras), which provided familiarity with the company's products and services.
Administrators said the county expects the first five years of support or licensing under the vendor proposal to be covered; a licensing fee could apply thereafter. Staff told commissioners the VR equipment will be used at the county's emergency management agency, sheriff's office and, once the training center is complete, at the new facility. County staff also noted other related equipment purchases and grants for the training center will be presented in future meetings.
During discussion staff said an earlier larger figure ($747,000) had been discussed as part of the broader CDS-funded equipment request package; the board approved the Axon purchase at $96,651 as the specific bid for the VR simulators.
The motion to award the Axon contract passed unanimously.
