York County approves reserve medical director position and hires Jessica Moran

The York County Board of Commissioners on Feb. 5 approved a reserve medical director position for the county's recovery center and voted unanimously to hire Dr. Jessica Moran as a reserve medical director effective Feb. 10, 2025. The board also authorized the job description and the appointment on a part-time/consultant basis.
County officials said the reserve post is intended to provide consultative medical oversight during construction and startup of the recovery center, and could convert to a full-time role later pending board approval and budget availability. The county indicated the reserve role could vary from zero to 10 hours some weeks depending on need.
The county administrator explained the recovery center and certain jail services are subject to licensing requirements and Department of Corrections (DOC) expectations that require an on‑record medical director. Administration said having a county-employed medical director could provide greater control over records, ordering and pharmacy management and might reduce administrative contractor fees the county currently pays. Administration estimated an administrative fee currently charged through outside contractors of roughly $250,000'$300,000 per year that could be reduced if more services are handled in-house.
Board members asked whether the reserve appointment is intended to be temporary; county staff said yes and that conversion to a full-time medical director would require a later board vote and corresponding budget action. Commissioner questions also referenced prior periods when the county directly employed medical staff for the jail.
Linda (staff member) presented a hiring packet for Jessica Moran, identifying her as board certified in family medicine and addiction medicine, licensed in Maine and Hawaii, with an M.D. from the University of Pittsburgh and prior oversight experience in opioid treatment programs. The board voted to approve hiring Moran as a reserve medical director, with the county disclosing a pay rate of $175 per hour.
The vote to approve the reserve position and hire Moran was recorded as unanimous. The county said the hire is intended to support licensing and medical oversight needs during the recovery center's startup and to allow staff to review whether services currently contracted out could be provided directly by county medical staff in the future.
