Commission approves small reimbursements and agrees to redirect unused ARPA sewer funds to Chaplain Hills project

Monongalia County Commissioners on Feb. 26, 2025, approved multiple fiscal items including a small CDBG reimbursement, a requisition to pay an arbitrage firm and a memorandum redirecting unused ARPA funds from one sewer project to another.

The board approved a request for reimbursement under the Community Development Block Grant in the amount of $2,060.80.

Commissioners also approved requisition number 100 for the University Town Center (UTC) Excise Tax District administrative expense fund for $2,500 to pay the arbitrage group that completed bond calculations. County staff reported that arbitrage calculations had been performed for two bond series — the series 2020a University Town Center subordinate special district excise tax revenue refunding bonds and the series 2021 Monongalia County Justice Center lease revenue refunding bonds — and that the trustee’s report found no arbitrage liability, meaning no additional IRS reporting was required for those series.

Separately, the commission approved a supplemental memorandum between the Morgantown Utility Board and Monongalia County to redirect unused ARPA funds originally deposited for the Mountaintop sewer line extension to the Chaplain Hills sanitary sewer project. Staff explained the original Mountaintop project came in under budget, and Morgantown Utility Board had been crediting the excess to Chaplain Hills; the supplemental memorandum formalizes that accounting and aligns project budgets.

All items in this finance package were approved by voice vote during the meeting; the record reflects unanimous support from commissioners present.
