Old Mill restoration project scoped; matching funds of $30,000 reported from city, friends group, and anniversary committee

Arts and Recreation Director Ashley Howe updated the commission on plans to restore the historic 1834 Reed Mill at Old Mill Park, including schedule, treatment for dry rot and pledged funding.
Howe said staff, working with project proponent Rick (name in the transcript varied), has identified period-accurate shingles, contractors for re-roofing, and a boron-based treatment to address dry rot in structural timbers. "We are going to apply a more modern, more targeted, less prone to runoff, product that was recommended by the pesticide applicator," Howe said.
Howe said the project is planned to begin in June and be completed by August to limit impacts ahead of a planned city anniversary event. The work will include temporary fencing around the mill to protect the public and contractor equipment; staff said fencing would be confined to the mill edge and not disrupt major events (the Dipsea race was cited as an example).
On funding, Howe said the city manager has identified up to $30,000 in matching funds, the Friends of Parks and Recreation has committed $30,000, and the mill-anniversary steering committee has also committed $30,000. Howe said those amounts, combined with the project estimates available to staff, are expected to cover the current hard-cost estimates. No construction contract award was finalized at the meeting.
