Redmond to bundle business and study-session packets every two weeks to give council more review time

Chief Operating Officer Melissa Fyles briefed the Committee of the Whole on Feb. 22 on a planned change to the council agenda timeline and packet distribution. Under the proposal, council packets will be distributed every two weeks so each packet contains the upcoming business meeting materials plus the study session that follows, giving council roughly two weeks to review study-session materials.

Fyles said the change was developed with council leadership to reduce last-minute review pressure and to streamline staff processes. The Committee of the Whole agenda was reorganized to list action items (those heading to the next business meeting) first, followed by study-session feedback, information items and “read-only” materials at the end. The change is slated to occur in March.

Staff discussed implications for committee packet timing (some committees will be bundled with others) and for the “hopper” submission form and deadlines. Council President Kritzer noted the change will affect Hopper submission timing and said the updated form will require proposals to be submitted at least two weeks before the requested study session. Questions arose about time-sensitive procurement items; staff said Public Works is coordinating bid timing to avoid the 45‑day award window being compressed by packet cycles.

Fyles and staff said the aim is to reduce staff reports turning into de facto study sessions during business meetings: staff reports will be reserved for information and the Committee of the Whole used when the council needs more detailed discussion before a study session. Council members asked staff to remain flexible with meeting lengths when agendas are heavy and to communicate early if items need more time. The committee’s discussion was informational; staff will implement the new timeline in March and provide updated hopper and packet guidance to council.
