Redmond seeks $36,377 FEMA EMPG funds to build citywide continuity plan and improve AM alert reception

Fire Chief Adrian Shepherd and Emergency Manager Lisa Figueroa told the Committee of the Whole on Feb. 22 that Redmond has applied for and expects to accept an Emergency Management Performance Grant (EMPG) of $36,377 from FEMA, distributed through the State of Washington.
Figueroa said the grant will pay for building out the city’s continuity-of-operations (COOP) plan “so that we can train for that and really deconflict the departments,” and to upgrade the city’s emergency alert and warning system tied to an AM radio program. “This will give us more variance…to scale it down to one building not having power and what we would need to do,” she said.
Council members asked for assurances the money remains available. Figueroa replied that the award “has already been approved and moved through the process. So unless something changes drastically, that is still expected.” Councilmember Stewart also asked staff to present a business-continuity plan to the council so members can understand the city’s operational preparedness after an event; staff agreed to bring a plan for review and testing within six months.
Council President Kritzer directed the item to be placed on the March 4 consent agenda; no formal vote was recorded during the committee meeting.
The EMPG award focuses on two deliverables: a documented, software-backed COOP that identifies essential functions for the first 24–48 hours after an incident, and work on the city’s AM radio alert system to improve reception and reach.
