Hialeah council approves series of ordinances and zoning items, schedules multiple second readings
Summary

The Hialeah City Council voted on multiple ordinances, administrative items and zoning measures during a meeting that opened at 5:38 p.m.
Council approved election-related ordinances setting primary and general election dates and delegating conduct of the elections to the Miami-Dade County Elections Department, and designated the JFK Library as an early-voting site for the city’s November and December 2025 city elections. The council also approved a city ordinance renaming the Grants and Human Services division to “Housing and Community Services.”
The council carried a measure amending the city’s solid-waste code to revise insurance and bond requirements, including eliminating a pollution-liability insurance requirement and adding a $5,000 performance-bond/alternate-security requirement for roll-off companies, and clarified that brokers must contract only with haulers authorized in writing by the Director of Public Works.
On the consent calendar the council approved most items but pulled Item B for separate consideration. After public comment, council awarded operation of the city’s children’s general and specialty camp services to Atlantis Swim School LLC and the YMCA of South Florida for an initial three-year term with options to renew, with funding to come from various user departments subject to budget availability and department-specific appropriation prior to issuance of purchase orders.
A series of land-use and zoning items advanced. On second reading the council approved a rezoning and conditional-use permit to expand an existing mental-health facility at 1760 East First Avenue from 34 to 74 beds. Multiple transit-oriented development (TOD) rezonings and first-reading rezonings for large multifamily projects along East 20th Street and nearby blocks were approved on first reading and scheduled for second-reading public hearings, including projects the applicants described in presentations as a multi-building TOD that would total hundreds of units across multiple parcels.
Several other development and zoning items — including rezonings and special-use permits for projects the applicants described as mixed-income or multifamily developments (including projects described in presentations as “Sienna Park,” “Lago Bello Residences” and other multi-story apartment proposals) — received first-reading approval or staff recommendations and were set for second-reading public hearings on March 11, 2025.
Council votes were made in a series of roll calls and voice votes; motions were routinely moved and seconded from the dais and carried by majority unless otherwise noted.
