Franklin awards $13.6M Robinson Lake dam contract, approves sewer contract and schedules Cool Springs rezoning hearing; council rejects settlement offer

Alderman Brown made the motion to approve the contract with the dock included; Alderman Caesar seconded. The board discussed a discrepancy in the resolution text and staff report about whether the dock was included; staff confirmed the title and the staff report reflected the dock and the board included it in the award.
The board also unanimously approved Resolution 2025-14, awarding a sanitary sewer cleaning and inspection contract to Video Industrial Services Inc. for $1,097,100. That motion was moved and seconded on the floor with no additional amendment.
On land use, the board moved Ordinance 2024-22 forward to a public hearing. The measure to rezone 86.52 acres west of I‑65 and south of Bakersbridge Avenue (Cool Springs Galleria PUD, 1800 Galleria Boulevard) passed first reading; the board established a public hearing for March 25, 2025.
After returning from executive session, the board voted to reject a settlement offer in City of Franklin v. 240 Second Street, LLC and approved a city counteroffer of $200,000. The motion was made and seconded in open session after the executive session; the board recorded the measure as passing with seven votes in favor and one abstention.
Votes on these items were recorded as follows: the Robinson Lake Dam contract passed unanimously; the sewer contract passed unanimously; the rezoning advanced unanimously to second reading; and the executive-session-derived motion to reject settlement and approve a $200,000 counteroffer passed 7–0–1 (seven yes, zero no, one abstention).
These actions advance capital infrastructure work and maintain the city's litigation stance in the noted case.
