Commissioners OK $250,000 budget transfer to HAPO Center from distressed facilities fund

The Franklin County Board of Commissioners approved a budget transfer on Feb. 26 moving $250,000 of 2024 budget authority from the distressed county public facilities fund to the HAPO Center (formerly referenced as TRAC) to cover remaining bills from the prior year.
County fiscal staff said the action is a budget reallocation only — there is no transfer of cash out of the county’s economic development fund. “There’s no movement of money… It’s entirely just a budget,” the administrator said during the discussion.
Presenters told the board the HAPO Center may not spend all of the allocated funds and that the actual need could be closer to $150,000, but they requested the larger budgetary authorization now to avoid repeat requests later in the year. Commissioners were told the fund will be reconciled at year end and replenished by city and county partners as planned.
The board approved the resolution by voice vote. Commissioners asked clarifying questions about the fund’s cash management and the planned city/county reconciliation at fiscal year end.
The action moves forward budget authority for 2024 expenses of the HAPO Center while staff continue to manage cash flow and intergovernmental reconciliation with the City of Pasco.
