Council approves charter review report, multiple land-use permits and grant application

The Bulverde City Council on Jan. 14 accepted the final report of the city’s Charter Review Commission, authorized a grant application to the Office of the Governor and approved several zoning actions and variances after public hearings.
Council accepted the Charter Review Commission report and directed staff to schedule a workshop for potential additional charter changes prior to the February regular meeting. City staff and multiple council members emphasized the commission’s comprehensive review of the charter and encouraged public review of the commission recordings and materials.
On the consent agenda, the council approved minutes from Dec. 10, 2024 and authorized staff to submit a grant application to the Office of the Governor for a control-vehicle upgrade (grant number shown in meeting materials as 53300.01). Those consent items were adopted without separate discussion.
In land-use business, council: - Approved an ordinance granting a special-use permit (SUP) for a guest house at 31880 Jaybird Lane and will send the setback question to the Board of Adjustment for a variance on the front setback. - Approved an SUP for a guest house at 31342 Smithson Valley Road (the applicant said the structure will share utilities with the main house and be about 500 square feet). - Granted a variance related to cuts, fills and steep-slope disturbance for a commercial proposal at 4360 U.S. Highway 21 after the applicant revised the plan to reduce grading and preserve two oak trees. - Approved an amendment to a development agreement for a large-lot residential community allowing preapproval of limited curve-radius modifications intended to save trees. - Approved a resolution consenting to inclusion of a portion of the city in a proposed Kendall County Emergency Services District.
All recorded votes on these items were approved by the council as presented. For items that require subsequent administrative or quasi-judicial decisions (for example, the front-setback variance for 31880 Jaybird Lane), staff said the next procedural step will be the Board of Adjustment.
Items discussed but not acted on included a draft ordinance to formalize chip-seal/road-construction procedures; staff and council requested edits and asked for some technical language to be moved to departmental policy or an SOP before bringing the ordinance back.
The meeting also included routine departmental updates, including a police monthly report and park/recreation updates, and public comment on the comprehensive plan update process.
