County Commission approves road adoption, surplus-vehicle donation and two ordinances; rezoning, blasting permit pass

The Trussville County Commission on Friday carried several measures: it adopted a county road, approved the donation of two retired patrol vehicles to a neighboring county, set a $100 blasting-permit fee, and approved rezoning for a Sleepy Hollow parcel. The body also advanced a Jake-brake noise regulation with a first reading.
Resolution 2025-03821: Adopt County Road Mockingbird Lane. The commission voted to adopt Mockingbird Lane into the county highway system after a motion to set the agenda to include the resolution and a subsequent vote. Commissioners discussed whether turn-lane requirements for intersections along state highways are set by the state department of transportation; staff said CDOT determines turn-lane triggers and any developer-required turn lanes would be determined by that agency. Outcome: approved (motion and second recorded; vote recorded as carried).
Resolution 2025-02820: Surplus vehicles. The commission approved a sheriff’s request to donate two decommissioned patrol vehicles to Blunt County for training use. The donation had a favorable recommendation from the first responders subcommittee. Outcome: approved (motion carried).
Ordinance 3420202 (blasting permit) — second reading and adoption. The county set a $100 fee for a blasting permit that will also require contractors to provide project and company information to the county so emergency departments and others may be notified. Commissioners clarified the county will collect contact information and that the state primarily regulates blasting; the permit creates a local point of contact and allows residents and law enforcement to identify the company responsible if damage occurs. Outcome: adopted on second reading; fee set at $100.
Ordinance 315202502 (rezoning Sleepy Hollow from A-1 to R-1) — second reading and approval. Staff summarized the property as roughly 1.11 acres and said the parcel did not meet the definition of a new lot; rezoning to R-1 was approved, which will subject future development to R-1 setbacks and rules. Outcome: adopted on second reading.
Ordinance 316202503 (Jake-brake regulation) — first reading. The ordinance would prohibit excessive engine braking in the Urban Services District and include signage and enforcement provisions. The measure had a favorable subcommittee recommendation and passed its first reading; during discussion one commissioner opposed on the first reading. Outcome: passed first reading; further action required for adoption.
Notary approvals. The commission approved a set of notary applications for county residents and local businesses, including applicants from Palace Health and Rehab Center, OES Equipment, CoreCivic, Old Mac Kirby's Farm, and a self-employed applicant.
Procedural notes. The commission set the agenda to add the Mockingbird Lane resolution before public comment and conducted roll-call votes for several items.
No additional spending authorizations, beyond the $100 blasting-permit fee, were approved during the meeting.
