Twinsburg council adopts emergency measures for communications, road striping and IT purchases; recreational marijuana code introduced

Twinsburg City Council on Feb. 25 suspended normal reading rules and adopted three emergency measures intended to prevent service disruptions, secure contractor schedules and update city technology.

Council voted unanimously, 7-0, to adopt Resolution 21 20 25 authorizing the city to enter an agreement with BNC Communications for microwave links and declaring the purchase an emergency. Council said the suspension and emergency declaration were intended to implement the new links quickly to avoid service disruption.

The council also moved and approved, 7-0, Ordinance 23 20 25 accepting the bid of JD Striping and Services for the 2025 road-striping contract and declaring an emergency so work can begin on the vendor’s schedule. Councilmembers said JD Striping did the city’s striping last year and performed satisfactorily.

Separately, council approved Resolution 24 20 25, 7-0, to purchase citywide Dell computers through the Ohio Buys Cooperative Purchasing Program and declared that purchase an emergency to allow prompt deployment.

On the agenda but not adopted was Ordinance 22 20 25, an ordinance proposing a new Chapter 773, “Recreational Marijuana,” in the business regulations code; that item stood on its first reading and will return for further readings and deliberation.

Council also approved the minutes from the Feb. 11 meeting (listed in the meeting as passing 6-0) and voted 7-0 not to oppose the transfer of a liquor permit from Hong High Properties Inc. to B2B Ohio Inc., authorizing the clerk to submit the transfer form to the Ohio Division of Liquor Control.

All formal rule suspensions and emergency adoptions recorded on Feb. 25 passed by unanimous council vote, with no roll-call opposition recorded in the minutes.
