The Village of Round Lake Beach Village Council on an evening in February 2025 approved the village’s monthly expenditures totaling $1,588,118.59 and a package of routine measures, including reallocating the village’s 2024 volume cap, a final HVAC change order payment, an ordinance restricting certain turns near Beach Elementary School during pick-up and drop-off times, and a tuition reimbursement payment for a municipal employee.
Finance Director McGinley told the council the expenditure report covers disbursements from Jan. 1 to Jan. 31 totaling $1,588,118.59 and identified large disbursements including municipal employee benefits to IPBC and water and sewer charges (including a Lake County Public Works sewer usage and surcharge line item reported at $326,509). “We are looking for approval for the expenditures incurred from January 1 to January 31 in the amount of $1,588,118.59,” McGinley said.
Why it matters: these approvals authorize the village to pay operating vendors and close out capital work at the Civic Center, and the traffic ordinance is intended to reduce school drop-off congestion by limiting turns during peak pickup and drop-off hours.
Key votes and measures - Monthly expenditures: Approved. Motion moved by Trustee Davis; second recorded. Roll call recorded all ayes and the motion carried. - Resolution reallocating 2024 volume cap to the Village of Buffalo Grove: The council approved a resolution transferring the village’s private activity bond allocation of $3,481,790 to Buffalo Grove. Administrator Hilts said the transfer is a recurring practice with Lake County partners intended to stimulate regional economic growth. Motion moved by Trustee Abara; second by Trustee Hilshein. Roll call recorded ayes and the motion carried. - Change order for Civic Center HVAC: The council approved a change order with Northern Weathermakers in the amount of $5,240.13 to complete wiring and securing a heat-exchange unit, bringing the contract’s revised not-to-exceed total to $280,240.13. Director Steve Fritz said the work was identified during project completion. Motion moved by Trustee Davis; second by Trustee Husk. Roll call recorded ayes and the motion carried. - Ordinance amending section 5-4-4 of the village code (restricting turns near Beach Elementary School): Chief Wylity/Wilde summarized that the ordinance will prohibit certain turns for two daily time periods on school days to address pickup/drop-off congestion; the restriction is limited to those peak times so drivers may turn during the rest of the school day. Motion moved by Trustee Husk; second by Trustee Valadez. Roll call recorded ayes and the motion carried. - Employee tuition reimbursement: The council authorized tuition reimbursement for one municipal employee not to exceed $2,665.18, under the village’s existing tuition reimbursement program. Motion moved by Trustee Valadez; second by Trustee Ybarra. Roll call recorded ayes and the motion carried. - Routine approvals: The council approved the meeting agenda and the Jan. 27, 2025 meeting minutes by voice/roll call votes with no recorded nays.
Discussion, direction, and next steps: Most items were presented as routine and were discussed previously in Committee of the Whole, according to staff. The ordinance restricting turns near Beach Elementary was described as coordinated with the school to preserve an established pickup line and to deter parents who attempt to circumvent that line during peak times. No additional public hearings were recorded on these items. Implementation of the HVAC payment will complete the Civic Center project; the tuition reimbursement will be processed through human resources per village policy.
Ending: The council approved adjournment without entering executive session and invited attendees to continue conversations in the lobby following the meeting.
