Cowlitz County to seek feasibility study on Hall of Justice upgrade versus replacement; preliminary study cost trimmed to roughly $140,000

Public services staff told county commissioners that a feasibility study for the Hall of Justice — intended to identify costs and options for renovating the existing justice campus versus building new — has been negotiated to a price staff felt acceptable and that the study will be used in funding conversations with federal and other grant sources.
“Today I’m not asking for any approval or recommendation at this time,” Savannah Clement, public services, said, noting the study was provided in draft in September and the district held off while new board members reviewed the material. She said staff had negotiated the consultant price down from higher initial proposals and that the figure under consideration was “in the 140 range.”
