School board reviews amendment to Rennie Field IGA to align long-range facility planning with CPRD

The Newberg School District board on Feb. 25 reviewed a proposed amendment to the intergovernmental agreement (IGA) with CPRD that would require the district and CPRD to meet at least once every five years to share and review long-range facility plans for Rennie Field, an athletic and park site the district identifies in its long-range plan as the likely future site of a middle school.
District staff presented the change as a first reading; the board did not take formal action and the amendment will return for a vote at a future meeting after CPRD’s board considers the same language. The addition is intended to “ensure their respective visions for the use and development of Rennie Field remain aligned over time to best serve the needs of students, athletes, and the broader community,” according to the draft language shown to the board.
Dave, district staff member, described the background: the board previously signed an IGA last spring but staff felt the existing document did not memorialize how the district and CPRD would coordinate if Rennie Field is needed for a school in the future. “When we create a long-range facility plan … this is slated for a middle school, probably 20 to 30 years from now,” Dave said, adding that the proposed language is intended to document coordination so future decision-making remains clear.
Board members asked for more context about the district’s long-range facility plan and when it was last updated. Dave said the district’s last long-range facility planning work with Malcom (Malam) architects began in 2017–18 and that enrollment studies are among the first steps for updating the plan because enrollment shifted during the pandemic.
Board members also discussed how the site is referenced in documents. One member said the venue has often been called “Rennie Park” in outside materials but the district uses “Rennie Field” and emphasized consistent naming to avoid community confusion if the site is later needed for a school. The proposed amendment uses language that identifies the site for both recreational and future educational use.
The proposed amendment would require at least a five-year cadence of meetings between district and CPRD staff to review facility plans and discuss proposed changes to current or future uses. The district staff noted that state guidance recommends updating facility plans every 10 years and that the five-year interval is intended to provide more frequent coordination between the partners.
The board did not vote on the amendment; staff asked board members to send questions before the next meeting. The amendment will be presented again after CPRD’s board considers the same language.
The board also requested a future work session to review the district’s long-range facility plan and related enrollment forecasting.
