Miami Beach announces competitive grant program to help homeowners pay for flood protection

Miami Beach is a low-lying barrier island built on porous limestone and faces heightened flood risk and sea-level rise, the city message said. The PPA aims to help property owners install measures ranging from rain gardens and deployable flood barriers to, in some cases, building elevation.
The program uses a two-phase process. Phase 1 covers a property flood-risk assessment by the city’s consultant team, valued at $2,500 of program funds. Phase 2 covers design and construction; after approved invoices are submitted, participants may request reimbursement of eligible costs. The announcement said the program provides a 50/50 matching grant and that, for those who qualify as low- to moderate-income, the city will cover assessment, design and construction costs up to $20,000.
Applicants must provide proof of an active flood insurance policy and an elevation certificate for the building as part of the online application, the staff member said. After the application period closes, the city will rank eligible properties against available funds and select projects for the program.
"We are excited to share some news on a new opportunity to improve and secure your own properties from flood impacts via a special competitive program from the city," a City of Miami Beach staff member said in the announcement. The staff member also urged residents to visit the program webpage for updates and to join the email list.
The announcement did not specify the program’s total funding pool, the department managing ongoing construction oversight, or whether selected projects require additional local or state permits. It also did not identify how many properties the city expects to serve or the schedule for when selected projects would begin construction.
How to apply: the city directed interested property owners to mbrisingabove.com/ppa between Feb. 26 and April 25 and said selected properties will proceed to the two-phase assessment and design/construction process.
