Residents press council to slow comprehensive-plan adoption, request staff responses to submitted comments

Residents urged the City Council on Feb. 25 to slow movement toward adoption of the city’s comprehensive plan and to route submitted comments to staff for substantive responses.
Doc Hansen, a consultant, told the council the plan is a 20-year document and cautioned against rushing approval; he asked that staff provide professional responses to public comments rather than standard “comment noted” replies. Steve Aldridge and other residents said people in the city’s urban growth area (UGA) feel overlooked and asked that maps and policies be re-examined to manage growth and infrastructure needs.
City Manager Steve Kirkley reminded the council that the first reading of the comprehensive-plan ordinance is scheduled for the March 11 council meeting; Kirkley and staff will present the ordinance for a second reading at a later meeting. Doc Hansen asked that staff forward comment summaries and staff analysis to council members to aid deliberation ahead of that first reading. The council did not change the schedule on Feb. 25 but took public comments for the record.
