The Twin Cities Planning Commission approved the Canyon Springs preliminary subdivision plan Wednesday, authorizing a new subdivision of 72 single-family lots located approximately at 705 Droubay Road.
Planning staff told the commission the preliminary plat complies with code. During review staff and commissioners discussed the annexation agreement’s language on separation between stormwater detention basins and Droubay Road; staff recommended a fencing condition to prevent children or balls from rolling into the street if the basin area is used as informal open space.
Andrew (staff) recommended the commission require some sort of fencing or barrier because the annexation agreement did not specify the means of separation. The applicant, Howard Schmidt, said the developer anticipates installing a fence and preferred an aluminum picket-style fence rather than chain link. Schmidt said a short picket fence of about 4 feet would be acceptable.
Commissioners worked the fence language into the motion. The commission voted to approve the preliminary subdivision plan (motion language cited application number 2024069) and included a finding to require fencing consistent with prior decisions—a short picket-type fence no less than 4 feet high at the open space edge adjacent to Droubay Road. The motion was seconded and approved by roll call, 7-0.
The applicant indicated the fence would apply to the open-space/detention areas described in the annexation agreement; final fence design will be reviewed as part of final plat and landscape plan requirements.
