Skagit County dockets Anacortes request to add city-owned land adjacent to ACFL to UGA

Skagit County has docketed the City of Anacortes’ request to add just over 100 acres of city-owned land adjacent to the Anacortes Community Forest Lands (ACFL) to the county urban growth area (UGA), city planning staff told the Planning Commission on Feb. 26.
John Coleman, director of Planning, Community and Economic Development, said the county board of commissioners held a public hearing and "said, yes, they would like to docket it." He said the request will be processed as part of the county’s 2025 comprehensive-plan update cycle and will go through the county’s public hearings. "It’s their process and they’ll, at that level they’ll be able to make a determination as to whether or not the land we requested to come into the urban growth area will be formally put into the urban growth area on their maps," Coleman said.
Why it matters: If the county ultimately includes those parcels in its UGA maps, the city could pursue annexation of the properties and then manage future land use and services within city limits. Coleman said the city would have the opportunity to annex the properties into the city after the county process and suggested the county’s work on its comprehensive-plan docket is already under way.
Coleman said the county appeared supportive and that the county’s docketing places the application into the county’s amendment cycle; timing and final decisions will follow the county’s public process. He said the city’s comprehensive-plan update aims for integrated draft sections by June and reminded commissioners of the March 20 public open house as part of the city’s outreach.
No formal action on zoning or annexation was taken by the Planning Commission at the Feb. 26 meeting; Coleman’s report was presented as a department update.
