County dockets Anacortes request to expand urban growth area for land adjacent to ACFL

John Coleman, director of planning, community and economic development for the City of Anacortes, updated the commission Feb. 26 on the city’s urban growth area (UGA) expansion request. Coleman said the county board of commissioners held a public hearing and voted to docket the city’s application to include “roughly a little over a hundred acres” of city‑owned land adjacent to the Anacortes Community Forest Lands (ACFL) into the county’s urban growth area.
Coleman said the county’s decision to docket the request means it has been accepted into the county’s 2025 comprehensive‑plan amendment process and will be considered alongside other docketed amendments. “The county board of county commissioners had a public hearing on it yesterday and said, yes. They would like to docket it,” Coleman said.
If the county ultimately amends its maps to put the land into the UGA, the city will then have the opportunity to annex the properties into city limits. Coleman said the timing of any annexation will depend on the county’s process and the overall schedule for their comprehensive plan updates; staff did not provide a firm annexation date.
Coleman characterized the county’s initial response as supportive of preserving more ACFL land and said the next steps include the county’s public‑hearing schedule over the coming weeks and months as part of its amendment cycle. Staff will continue to monitor the county process and return to the commission with updates as the docket advances.
