Planning commission denies Ragsdale Road conceptual plan, cites missing plan items

The Coffee County Planning Commission denied a conceptual subdivision plan for property identified as Ragsdale Road (applicant Nicholas Graham) after commissioners and members of the public said required items were missing from the submission.

Surveyor Nicholas Northcutt, representing applicant Nick Graham, presented the conceptual plan and said environmental studies and stream buffers had been considered. Public commenters and several commissioners, however, pressed that the conceptual submission lacked required elements listed in the county’s conceptual‑plan checklist, specifically a preliminary storm‑drainage design showing approximate volumes and proposed detention/retention locations.

One commissioner read the zoning resolution provision for conceptual plans (item 12) aloud and said the absence of information meant the commission did not have a complete submission to approve. Northcutt said he had addressed punch‑list items and could correct the missing material quickly; other commissioners and residents insisted that rules on required elements should be applied at the conceptual stage.

A motion to deny the conceptual plan until the specified items were addressed carried unanimously after a second; commissioners said the applicant could revise and refile and that the plan could return at the next meeting if the outstanding items were provided within the public-notice timeline.

Commissioners and staff also clarified that the denial of the conceptual plan prevents the project from advancing to the major preliminary stage until the issues are resolved; several speakers encouraged the applicant to submit the missing documentation promptly.
