The committee changed a dimensional specification to require boxes no larger than 2 cubic yards and added a rule barring any donation box within 1,500 feet of another. A member noted the intent was to avoid two boxes clustered together and to encourage even distribution across wards.
Members also removed a phrase that mentioned “criminal charges” in the enforcement section, saying the city’s current practice is administrative adjudication for code violations and that circuit‑court criminal proceedings would not typically start from a municipal building code ticket.
The committee chair moved to forward the proposal to city council with the change to 2 cubic yards; the motion was seconded and passed.
