The Amelia County Board of Supervisors approved a special-exception permit allowing an assembly-style event use at 15901 5 Forks Road (tax map 42-84), applied for by Weston and Laurie Hendon, subject to conditions addressing layout, parking, access and regulatory approvals.
Staff told the board the assembly-hall use is permitted in the RR-3 (rural residential) zoning district by special exception and that a permit was required because the applicants proposed more than two uses on the parcel (single-family dwelling, a home business, and the assembly use). The planning commission recommended approval with conditions, and proposed increasing the recommended 75-guest limit to 100 and removing a staff-recommended limit of 24 events per calendar year. The planning commission's recommendation to allow up to 100 guests and not to cap the annual event count was discussed by the board.
The board approved the special-exception permit with the planning commission's modifications: a maximum of 100 guests per event; no imposed limit on the number of events per calendar year; prohibited event hours between 10 p.m. and 8 a.m. Sunday through Thursday and between 11 p.m. and 8 a.m. Friday and Saturday; reasonable administrative inspections with seven days' notice; and requirements that the applicant obtain a zoning permit, any building or change-of-occupancy permits as necessary, a parking plan that prevents right-of-way parking on 5 Forks Road, VDOT review/approval for ingress/egress points, and Department of Health review for operational or licensing needs.
Applicant Weston Hendon described existing pavilion/tent sites, parking and ingress/egress improvements on the property and said the operation would focus on smaller events (weddings, reunions, birthdays) rather than large-scale commercial gatherings. Hendon told the board he could accommodate the parking and circulation requirements and that he would apply for the required zoning and building permits before operations begin.
The board's approval keeps other staff-recommended conditions in place while adopting the planning commission's guest-cap and event-frequency changes. The permit is subject to inspection and to the county's standard special-exception procedures described in the zoning ordinance.
