Committee examines lack of public funds for private firearms lab accreditation, explores options

Staff reported that most federal and state grant resources for accreditation are currently targeted to public laboratories (city, county, state) and that accreditation funding eligibility excludes many private or fee‑for‑service providers. At the request of committee staff, the American National Accreditation Program (ANAB) told staff it is unaware of funds specifically earmarked to help private labs achieve accreditation.
Members discussed creative options, including whether public defender offices or managed assigned counsel programs (which receive indigent defense funding) could sponsor or connect private examiners to public accreditation funding. Staff said they will reach out to the Texas Indigent Defense Commission (TIDC) to discuss whether their funding channels could support accredited firearms exam capacity that would serve defense needs.
The committee noted firearms lab capital costs are generally lower than DNA or controlled‑substance sections, but acknowledged accreditation and training remain significant hurdles for small providers. Staff committed to follow up with TIDC and report back.
