The actions came after commissioners and members of the public debated how often the panel should meet to ensure a quorum and to provide consistent oversight of essential water services. Sherry, a city staff member who presented a meeting-frequency memo, told the commission that “according to the code, you're just required to meet at least quarterly.”
The decision to move to bimonthly meetings followed extended discussion about attendance and the need for enough members to address utility matters. Jim Alteri, an Indian River Shores town council member who spoke during the meeting, urged more frequent public oversight of the utilities, saying, “This is an issue that's important to us because, we have certain rights under the franchise agreement. This does relate to essential water services.”
Commission members also raised public-access concerns. A member asked whether replays of commission meetings were available; the commission was told there is no routine TV replay and that meetings can be reviewed online, though staff does not track replay views. Commissioners suggested easier linking to recordings from the commission’s web page to make past meetings more accessible.
On procedural matters, the commission approved the minutes from its Nov. 5, 2024 meeting and unanimously accepted the Utilities Commission 2024 annual report as distributed. The meeting included nominations and voice votes to elect leadership: Burton was nominated and confirmed as chair and Dole was nominated and confirmed as vice chair.
During the members’ matters portion, a commissioner asked to place a new item on the next agenda regarding a commercial chicken-raising facility on State Road (Highway) 60, noting concerns about waste handling and potential effects on nearby waterways and the lagoon. The chair said staff would research permitting and regulatory jurisdiction and asked members to forward information through staff in keeping with the sunshine law; the commission agreed to add the item to a future agenda for discussion.
The commission set its next regular meeting for March 4 (odd-numbered months going forward) and adjourned.
