Marina South Complex near completion; boat barn demolition and new upland building scheduled

Sean Collins, identified in the record as “premier director,” briefed the council on marina projects including the South Complex docks/dredging and the boat barn demolition and replacement.
Collins said the South Complex docks and dredging are now more than 95% complete and that most remaining work comprises punch‑list electrical and plumbing items. The main remaining hurdle is Florida Power & Light completing a work order to bring power into the street; Collins reported FPL issued a work order with a completion target of Feb. 24 and contractors expect the final utility work to take two to three weeks after the pole and transformer are set. Once the final power is in and the electrician signs the final, Collins said the marina can obtain certificates of occupancy and move tenants back onto the docks.
Occupancy and schedule
- Collins said about 50% of vessels that were relocated earlier are ready to move back and that the marina has commitments for full occupancy once the certificate of occupancy is issued. - The city plans to start boat barn demolition in February after vacating remaining vessels. Collins said Proctor will fence the property in advance of demolition. Upland demolition and new building construction is on a schedule that estimated completion in early November 2025, barring storm season disruptions.
Operations and customer service
Collins said the marina has a contingency ferry plan to shuttle customers to boats during periods when upland access is restricted for demolition and construction. The marina will provide on‑call contact information for customers for after‑hours needs during the construction period.
