Council approves one restaurant liquor-license transfer and tables another for public hearing

Council voted to approve Resolution 177-2025 (previously tabled) transferring a restaurant liquor license (R-6234) from Dawn’s Ruby Inc., doing business as Dawn’s Ruby Room in Blakely, to Roof at Oppenheim LLC at 409 Lackawanna Avenue, Apartment 509, Scranton, as required by the Pennsylvania Liquor Control Board. The chairperson for the Committee on Rules recommended final passage; the item passed by roll call with recorded yes votes.
Separately, council introduced and then tabled item 5e — an intermunicipal transfer of a restaurant license currently owned by The Grill at the Highlands, LLC (Archbald), to North Washington Avenue Properties, LLC (doing business as Alter Bar) at 116 North Washington Avenue, Scranton. Council moved to table that transfer to permit advertisement of a public hearing scheduled for March 11, 2025 at 5:45 p.m., and the motion to table passed.
Council members who spoke in favor said the approved transfer involves an established restaurant group with a strong local reputation and that council had an opportunity earlier to meet the owners in caucus. The tabling of the other transfer was presented as an administrative step to ensure the Pennsylvania Liquor Control Board’s public‑notice requirements are satisfied.
