Council approves multiple easements and a grant for stormwater and flood projects across Scranton

Scranton City Council voted to approve several items that advance stormwater, flood-protection and transportation projects across the city.
The council adopted final passage for item 7a, authorizing acquisition of permanent and temporary easements required for the East Mountain stormwater and drainage improvements project (group 1). The chairperson for the Committee on Public Works recommended final passage and the council approved the item by roll call.
Earlier in the meeting the council approved, by reading-by-title, an ordinance to authorize acquisition of easements necessary for the Kaiser Valley Flood Protection Project (group 1) and authorized filing a declaration of taking under the eminent domain code if required (item 6a). Council members said affected property owners had been notified and that walk-throughs and meetings with engineers and appraisers would happen before work started.
Council also introduced and approved item 5c, a resolution to waive responsible-contractor ordinance requirements for procurement related to the Froud Avenue stormwater improvements; the waiver was introduced and approved for committee consideration.
Separately, council adopted Resolution 182-2025 (item 7b) to approve submission and execution of a grant reimbursement agreement with the Commonwealth multimodal transportation fund to be used toward replacement of the Ash Street bridge. Council said the grant—secured with state representative assistance—will help fund the bridge repair on South Webster Avenue between Maple and Elm Street.
Council discussion emphasized outreach to affected property owners: for the Meadowbrook and Keizer Valley projects, council said Riley & Associates will adjust designs following comments from DGS and DEP and will meet with the agencies on February 27; residents were promised updated plans after that meeting. For the Kaiser Valley easements, council members said residents received letters and a walk-through would be scheduled.
Roll-call votes: item 7a (East Mountain stormwater easements) and item 7b (Ash Street/Multimodal grant) passed on roll call; item 6a passed reading by title. Item 5c was introduced and passed for committee review.
