The Park City Police Department presented the 2024 Officer of the Year award to Captain Capps during the Feb. 25 Park City City Council meeting.
Police leadership said Captain Capps was overwhelmingly nominated by sworn members and cited his work during a period of short staffing in 2024. “Captain Capps, however, came forward, to work every day and went above and beyond his duties,” the police chief said in presenting the award.
The department highlighted several examples: routinely covering patrol shifts while performing captain duties, stepping into day and midnight shifts when vacancies occurred, being proactive on traffic stops and case generation, volunteering at civic events including holiday parades and community meal distributions, and serving as a regular support presence at Thursday municipal court sessions where he assisted with bailiff duties, fingerprinting and setup.
Why it matters: The award recognizes leadership and continuity in department operations during a period the chief described as a staffing crisis, and the department framed Captain Capps’s conduct as supporting both patrol coverage and court operations.
Council members congratulated Captain Capps during council comments following the presentation. No formal council action was required for the award.
