Park City council approves Champtown infrastructure contract, North Park engineering agreement and three license‑plate readers

Park City City Council on Feb. 25 approved three agenda items that advance local infrastructure projects and expand police license‑plate reader coverage.

Council voted unanimously to approve a bid tabulation and authorize the mayor to finalize a construction contract with Conspect Inc. doing business as Kansas Paving for sanitary sewer, water distribution and paving work for the Champtown addition in an amount not to exceed $2,492,952.52, contingent on the recording of the project’s final plat.

The authorization also included staff direction that the city will not sign the contract until the final plat is recorded with the county, which staff said is expected within weeks once required signatures are obtained.

Why it matters: The contract will fund street, water and sewer work that must be located on dedicated right of way created by the final plat; without that recorded plat the city said it lacks authority to perform work on the affected land.

City staff said three bids were received for the Champtown project; two arrived by the 10 a.m. deadline and a third arrived one minute after but before any bids were opened.…
