Chesapeake School Board approves rezoning option for Crestwood and B.M. Williams, 5-4

The Chesapeake School Board on Feb. 24 approved Option 1 for attendance-zone adjustments that will send parts of the Crestwood/B.M. Williams zone to different elementary schools, a move the board said would reduce temporary classrooms at B.M. Williams and leave room for future growth at Crestwood.
Staff presented four map options and survey results prior to the vote. The administration recommended Option 1, which staff said provides the clearest geographic boundary, reduces portables at B.M. Williams by roughly half and preserves development capacity near Crestwood Elementary. The board heard that Option 1 would place B.M. Williams at about 94% of building capacity and Crestwood at about 84% under current-student-location assumptions; Option 4 would have dropped B.M. Williams to about 85% but left Crestwood with less room for growth.
Planning staff noted the second community survey returned 367 responses (up from 30 in the prior survey). Overall preference was Option 1 (37%), with Options 3 and 4 receiving about 23% each and Option 2 receiving 17%. Parents and employees most commonly preferred Option 1; unaffiliated community members preferred Option 3.
Board members debated which map best balances current crowding, future residential development and logistical clarity. Several members sought more detail about a southern rectangle of roughly 15 acres where existing approvals could increase student yield; staff said the rezoning analysis reflects currently approved residential acreage and does not include potential future rezonings.
The motion to approve Option 1 was made by Vice Chair Kim Scott and seconded by Malia Huddle. The motion carried 5-4. Board members Elijah Colon, Amanda Dean, John McCormick and Brittany Walker recorded opposing votes.
Under the approved plan, current K–4 students in the affected zone and incoming kindergarteners will attend the school to which they are rezoned; outgoing fifth graders will not be reassigned. Staff said the new Crestwood Elementary is planned to open for the 2025–26 school year and implementation work with faculty and families will continue.
Board members and staff reiterated that the rezone is a snapshot based on current housing approvals and enrollment; they said they will continue to monitor development, enrollment and staffing as implementation proceeds.
