Members of the Southborough Cultural Council discussed logistics for a spring grant reception, the council’s reimbursement process and outreach steps at a committee meeting where the council confirmed it has received its state grant and is ready to start issuing reimbursements.
The discussion centered on whether the council should permit limited advance payments to grantees rather than only reimbursements. Kate, committee member, who led the update on administrative matters, said the council’s practice to date has been "a direct reimbursement grant program" in which recipients submit receipts, the council reviews them and the town issues a check. She added, "I personally feel that that is a totally reasonable request" for occasional advance payments when grantees need to put down deposits, but said such requests should be handled "case by case." Kate said she and Rajani met with town staff member Carla to confirm the town’s approach and that Carla advised against "writing blank checks" but said reasonable requests could be considered individually.
The council discussed equity and risk in allowing advances. Liz Kesselman, committee member, said she was not opposed overall but voiced concern about liability if an event did not happen and noted that the practice departs from the town’s usual preference. Rajani, committee member, summarized that the meeting with Carla focused on whether occasional advances could be permitted and that current plan is to handle any requests individually.
Members also reviewed outreach and operations. The council plans a press release in March announcing awardees and will include the reception date once it is set. The council reported the town budget submission included a $4,000 request for the council’s operating funds and that the request has so far received "positive feedback." Kate said the amount is a modest line item in the town budget but that the council should be prepared to explain stewardship of those funds at Town Meeting.
On engagement with applicants and the public, members proposed adding a standing agenda item for an "artist spotlight" (a 5–10 minute slot to let applicants or declined applicants present) and creating brief "office hours"—a half-hour before or after the monthly meeting—so prospective applicants and community members can ask questions without scheduling many individual calls. Kate described office hours as a way to be responsive to stakeholders and said she will add the information to auto-replies and the council’s website.
The group weighed possible venues and timing for the reception. Members favored May or June to reach families and older residents, discussed daytime versus evening timing, and considered the library, the community house and the town’s new arts building as potential locations. Because the new arts building’s availability and costs were uncertain, members leaned toward the library or community house for this year. Ideas discussed for the reception included child-friendly activities, short performances and using the event as a recruiting opportunity for additional committee members.
No formal ordinance, statute or vote on advance payments or the reception date was recorded at the meeting. The council set a scheduling direction: the next meeting will be held March 18 at 7 p.m., with a plan to meet in person at the senior center pending reservation. Members agreed to circulate the minutes, confirm reimbursements are proceeding now that the state grant has been received, and revisit the reception planning and office-hours logistics at the March meeting. Liz Kesselman adjourned the meeting at 7:49 p.m.
