Coppell accepts clean audit for fiscal 2023–24; auditors report unmodified opinion

City auditors from Weaver presented the Annual Comprehensive Financial Report (ACFR) for the fiscal year ending Sept. 30, 2024, and told the council they issued an unmodified opinion and found no material weaknesses or significant deficiencies in internal control.

Claire Wooten, director at Weaver, summarized audit results: the firm issued a clean (unmodified) opinion on the financial statements, reported no material weaknesses or significant deficiencies in internal control over financial reporting, and issued a clean report on compliance for the major federal program tested (ARPA). “We have issued the independent auditors report on the financial statements, and we have given an unmodified opinion,” Wooten said.

Vanessa Tarver, Financial Relationships Group Manager, reminded the council the audit is required by section 7.13 of the city’s Home Rule Charter and that the ACFR shows audited actuals while the budget book shows multi‑year budget plans. The presentation highlighted key figures: general fund revenues totaled $89,800,000 in 2024 (a $2.2 million, or roughly 2.5%, increase over 2023) driven by higher property and sales taxes; general fund expenditures totaled $62,200,000 (about a $3.0 million, or 5%, increase) primarily from public safety salary increases.

Council Member Carroll moved to accept the ACFR (item 10), Council Member Walker seconded, and the motion carried unanimously. Vote recorded: Council Member Walker — yes; Council Member Carroll — yes; Mayor Pro Tem Nevills — yes; Council Member Prem Kumar — yes; Council Member Matthew Hill — yes. The council accepted the ACFR and thanked the finance team and auditors for a prompt audit turnaround and clear presentation.
