The City Commission on Monday approved Resolution No. 31‑2025 to add two members to the City of Stuart Community Redevelopment Board (CRB). The board will serve through Dec. 31, 2025. The commission confirmed Mark Breckbill to continue on the CRB and appointed Reverend Frederick James as a new member.
Commissioner Clark made the motion to appoint, and Vice Mayor Collins seconded. The motion passed by roll call vote with all commissioners voting in favor.
Reverend Frederick James briefly addressed the commission after his appointment, identifying himself as a pastor and an ordained reverend in the African Methodist Episcopal Church. He told the commission he would “speak truth to power” while serving and said he intended to help guide decisions prayerfully.
Why it matters: The CRB advises the Community Redevelopment Agency, which oversees the use of tax increment financing (TIF) and CRA funds for redevelopment projects in designated areas. Appointees will participate in advising how CRA resources are prioritized and spent.
Ending: Commissioners thanked both appointees for their willingness to serve; staff will provide orientation on board duties and Sunshine‑law requirements for the new CRB members.
