The City of Prescott Council voted on Feb. 25 to deny acceptance and placement of a donated equestrian sculpture after public comment and a civic‑enhancement committee review. The civic enhancement committee recommended acceptance, but city staff reported that 46 public comments were filed during the required 60‑day input period: 33 opposed, five neutral and eight in favor.
Opponents raised concerns about the proposed location near a trailhead and its potential effect on equestrian users, public aesthetics and the trail experience. Supporters, including the artist, argued for the sculpture as public art. The artist, Eugene Galazan, attended and said he respected the council’s decision.
Councilmember Roosing moved to deny the proposed sculpture donation and the recommended location; the motion passed 6-0-1 (recorded as "Passes 6 0 1" in the meeting transcript). The council instructed staff to consider alternative locations and follow the city’s art‑donation policy for any future offers.
