Election billing: After receiving an outside analysis from the Election Center, the board approved a switch to a proportional‑share billing methodology for election services provided by the Registrar of Voters to cities and special districts. The consultant told the board the county’s proposed changes are substantially in line with best practices and recommended the county exclude certain overhead billing to municipalities in accordance with state guidance. The Registrar’s office said the change is expected to lower billable revenue from jurisdictions and that staff will continue to pursue state-level remedies for election-related unfunded mandates.
