Planning commission recommends approval of Danner Inc. small-scale mineral extraction permit for 2025

The Rosemount Planning Commission voted to recommend that City Council approve Danner Inc.’s small-scale mineral extraction permit renewal for 2025, subject to the terms and conditions in the draft 2025 permit conditions attached to staff’s report.

Staff told the commission that Danner’s site has operated for several years. In 2024, staff said approximately 25,000 tons of sand and rock were removed and roughly 10,000 cubic yards of haulback material were imported to the site. For 2025 the applicant anticipates extracting about 60,000 cubic yards. City staff reported that testing of haulback material was completed in January 2025 and that the Rosemount Police Department recorded no calls related to the site in 2024.

After a public hearing with no speakers, the commission closed the hearing and approved a motion to recommend council approval. The motion passed by voice vote and the item will be forwarded to City Council for consideration on March 18, tentatively.

Staff provided maps showing the operation’s phases and stockpile areas. The site is roughly 75 acres and sits about a half mile east of Highway 52 and a half mile south of County State Aid 42; nearby operations (Steininger and Bolander and Sons) were noted in staff materials. The record includes aerial photos from August 2023 and October 2024 and a reclamation plan submitted previously. Staff’s recommendation was to approve the permit subject to the draft 2025 conditions in the packet.

The commission’s recommendation is advisory; City Council will make final permit decisions at the March 18 meeting.
