The El Campo City Council on Feb. 24 approved Resolution R2025-13 to retain a professional services provider for engineering and grant administration work related to federal and state flood‑mitigation funding programs.
City staff clarified an updated version of the resolution was placed at council stations and that the Hazard Mitigation Grant Program (HMGP) language had been removed from the packet version to avoid appointing two firms for the same HMGP work. Staff said the selected firm would help the city pursue funding through programs such as the Texas Water Development Board’s Flood Mitigation Assistance (FMA) and the Federal Building Resilient Infrastructure and Communities (BRIC) program, and would perform engineering work that could lead to construction funding for projects the firm designs.
Staff identified Scribe Group as the selected firm; Scribe Group is already working on a brick grant for the city and is also serving as the county engineer. Staff said the immediate work would be a drainage master plan for Blue Creek aimed at relieving flooding impacts in Council District 1. A council member who moved approval specified that the council intended to adopt the version presented at the meeting (the desk copy that removed HMGP language). The motion was seconded and the council voted to approve the resolution.
Staff emphasized the selected firm would pursue grant opportunities and prepare designs that could be funded for construction if grant awards are secured.
