Planning staff updated the commission on the city’s zoning amendment work program, the Vision Zero/active‑transportation planning effort and a proposed transit‑oriented development (TOD) overlay.
Jerome and staff said the final drafts of the phase 1 and 2 zoning amendments (dated Nov. 27) were submitted to the county and the Planning Commission formally recommended the amendments to city council; council has a public hearing scheduled for Feb. 18 at 4:30 p.m. Staff asked commissioners to attend or provide written comments.
On the Vision Zero/Active Transportation action plan, staff and consultant representatives noted the plan had evolved from an active‑transportation emphasis into a Vision Zero framing to prioritize reducing traffic fatalities and serious injuries across all modes. A public meeting is scheduled for Feb. 5 and commissioners were invited to attend or submit written comments; staff said the plan remains open for edits before finalization.
Commissioners also discussed a draft TOD overlay (roughly a half‑mile guideline around the transit station), raised concerns about the overlay’s geographic extent — particularly encroachment into industrial zones to the north and south — and planned an in‑depth planning commission workshop in March to review TOD and related amendments. Staff recommended an internal staff review first, then a focused workshop for commissioners before wider outreach to council and adjacent jurisdictions (West Reading).
