Public works and planning staff said most technical comments were addressed and that the remaining open item concerned whether curb replacement adjacent to the sidewalk would require a highway occupancy permit because North Fifth Street is a state highway. Staff will confirm the sidewalk/curb resolution and the applicant must submit required fees before plan recording.
Motion and vote: The commission moved to reaffirm the land development plan for the car‑wash with the condition that items on the Hawk Valley review letter of 01/17/2024 be met to staff satisfaction. The motion passed unanimously.
