Committee recommends renewal of 25-acre agricultural district on Lytle Road

The Law and Ordinance Committee on Feb. 21 recommended that the full council approve a five-year renewal of an agricultural district covering 25 acres on Lytle Road, an application listed as Resolution R12 20 25 from applicant Sherry Mumpower.

The committee’s recommendation matters because the agricultural-district designation, which in this parcel has existed since 1995, provides farmers with certain maintenance allowances and exemptions—such as limited relief from assessments like streetlight or similar local assessments—under an ORC provision cited in the file. Staff told the committee there were no issues with the application and that the parcel’s designation has been renewed repeatedly; this is the sixth renewal request.

Mr. Titterington, who presented the item to the committee, said the renewal is routine. He told members that agricultural districts are available to farms and farmland and can allow property maintenance practices tied to farming. The committee noted a public hearing was held at the full council meeting on Feb. 18 and that there were no public comments for or against the renewal.

Committee members asked procedural questions: Chairman Jeffrey Whitten asked how often renewals are required; staff replied renewals occur every five years. No member opposed the recommendation. The committee voted unanimously to move the renewal forward to the full council for final action; no emergency legislation was requested.

The recommendation does not itself change property tax status or assessments; it is a committee recommendation to the council, which must take final action.
