Board approves targeted improvement strategy; district continues Region 13/TIL partnership

The Taylor ISD Board of Trustees voted 7–0 on Feb. 24 to approve the district’s targeted improvement plan strategy. The plan responds to Effective Schools Framework (ESF) grant requirements and state targeted-improvement designations for specific campuses.
District staff said the ESF diagnostic identified two priority areas—daily use of high-quality instructional materials and effective professional development for instruction—and that Region 13’s Texas Instructional Leadership (TIL) partnership remains a primary vehicle for coaching and supervisor training. Staff described district actions including protected time for TIL training, structured campus walkthroughs and coaching cycles, district-level supervisor training and curriculum-writing work completed over the summer to align instruction across campuses.
Principals from the affected campuses described implementation steps: regular walkthroughs with feedback, bite-sized professional development during PLCs, targeted pullouts for at-risk students, stakeholder engagement and ongoing data review. District presenters noted Naomi Posman Elementary had exited school improvement status the prior year and that other campuses remain in targeted support and are implementing the plan to pursue improvement.
Motion and vote: a trustee moved to approve the targeted improvement plan strategy, a second was recorded, and the motion passed unanimously 7–0. The plan is part of ongoing district improvement and grant compliance work.
