EDC discusses park and library improvements, benches and shade structures; seeks cost guidance

The EDC received a detailed update on parks and city facility improvements and discussed multiple purchase and contract options, including concrete picnic tables, shade structures at the library and walking-trail proposals for several parks.
Roger, who led the parks update, said he is collecting quotes for concrete picnic tables and reported a wide spread in prices. He told the board one quote came back at about $131,300 (noted as "without shipping"), and he also cited lower unit quotes that he characterized as $2,800 and another near $1,300. The board discussed options including buying locally and asking the Rotary Club to cost-share. Roger said one of the lower-cost table options was ADA-compliant and that pickup could likely be arranged from suppliers in Houston or San Antonio to avoid high shipping costs.
Roger said he was still collecting quotes for a fabric sail-type shade to cover the library's projector-screen area and that earlier metal-structure quotes were substantially higher. He presented an estimate for a full parks walking-trail program that covered multiple parks; Roger said the all-parks quote was in the "400 and some thousand dollars" range and that the board could consider phasing improvements park-by-park.
Board members also discussed upcoming cleanup and minor renovations at Samuel Wiley Park and vandalism repair at Campbell Park. Roger said the skate park was holding up "so far so good," and noted the old fire-station pavilion downtown is complete as a community gathering space; the pavilion rendering shown at the meeting already included planned fire hydrants and fencing.
On partnerships, Roger and staff described coordinating with the Cleveland ISD CTE welding and ag/mechanics programs to use student labor supervised by instructors to assist with some installations, with the city supplying materials.
Library staff also described a small community-garden project with planter boxes (in partnership with the Liberty County extension office) that will supply produce to library patrons and include educational programming. Board members offered to help with soil donations and logistics.
No bid awards or contract approvals were taken at the meeting; staff sought direction on preferred options and noted they would return with firm pricing and a recommended procurement plan at a future meeting.
