DRC approves Silver Oaks amendment to remove dumpster pads; HOA to manage individual cans

The Development Review Committee on Feb. 25 approved a minor amendment to the Silver Oaks subdivision that removes communal dumpster pads and permits individual garbage cans for each unit, subject to updated CC&Rs and staff verification of certain plan annotations.
The change is significant for residents because it replaces centralized trash enclosures with individual service cans that the homeowners association will distribute and manage as part of HOA responsibilities and dues.
BJ Ryan with Lennar Homes said the company is proposing to remove trash enclosures and provide roll-out cans at each unit, kept inside garages except for short periods on collection day. "Our intent is that each house would have its own, own garbage cans. They would be kept inside the garages," Ryan said, adding that the approach is intended to support a "community" feel rather than an apartment-like appearance.
DRC members asked about collection logistics, enforcement and safety around plowing and emergency access. Police and fire staff raised concerns about cans blocking alleyways or plow routes; police staff asked for assurance that cans would not be left in roadways. Lennar said service will be contracted and paid for via HOA dues and that cans will be rolled to alleyways between units and returned after collection.
The committee required that the CC&Rs be updated before recording to include rules on distribution, storage and pickup of cans and that staff verify two stop signs shown on the plan to determine whether they are internal to the subdivision or located on public roads. A motion to approve the minor subdivision amendment with those conditions was made and seconded, and passed by voice vote.
Staff will send the DRC red-line comments to the applicant and review proposed CC&R language and any plan edits prior to final recording.
