A Senate committee advanced a joint resolution urging Santee Cooper to expedite a request for proposals to solicit ideas and bids for completing construction of one or both V.C. Summer Units 2 and 3 or otherwise reusing assets at the site.
Santee Cooper representative Jeff Penland told the committee the utility issued the RFP on Jan. 20, has established a data room accessible under non‑disclosure terms, and had received about 25 inquiries as of the committee meeting. Responses are due May 5, Penland said, and Santee Cooper anticipates a second phase for consolidation and potential coalition proposals after initial responses.
The resolution includes language clarifying that real‑estate transactions involving transfer of interest would require approval by the Joint Bond Review Committee; an amendment submitted by the resolution sponsor would limit the committee’s role to approving the actual property transaction rather than selecting Santee Cooper’s proposal. The committee adopted that amendment by voice vote.
Committee members asked whether the RFP had produced substantive interest; Penland said staff found responses and interactions “pleasing” and expected consolidated proposals to emerge in later phases.
The committee voted to give the resolution a favorable report to the full body.
