Staff said grant activity rose 112% from 2023 to 2024 and noted successful awards for parks/open‑space, IT cybersecurity in‑kind donations, an affordable‑housing planner, and a DOT Reconnecting Communities planning grant for an East 16th Avenue multimodal study.
Phillips said staff are tracking fiscal‑year 2026 congressionally directed spending opportunities and are coordinating with CDOT and the city’s federal lobbyists. The grants office also recommended hiring additional staff if federal funding opportunities materialize in 2025.
Council members asked about private foundations, state/federal executive‑order requirements and compliance. Phillips said the office is scanning private foundation opportunities and monitoring federal guidance on recently announced policy changes. She also noted staff are coordinating with outside grant writers (FHU) on major federal infrastructure applications and that some awards are reimbursement‑based, which affects timing and cash‑flow for projects.
