Council awards $585,564 contract to replace leaky water main on North First Street

The City Council on Feb. 24 approved a construction contract to replace an aging water main on North First Street and to relocate a problem segment within Market Square Shopping Center.
City staff described a history of recurring leaks along the East side of North First Street and said the aged pipe has repeated couplings and patch repairs. The council approved a low bid from Performance Construction Engineering in the amount of $585,564 and authorized staff to approve change orders up to a $644,000 not‑to‑exceed total to account for subsurface unknowns and other contingencies. The work covers roughly 1,400 linear feet between the bridge and Tilton Park Drive and includes targeted replacement within Market Square that staff said will reduce customer and business disruptions near Walmart.
City staff said the timing allowed the project to proceed in spring after bridge work finished; they postponed the work last fall to avoid construction during anticipated winter weather. The city engineer secured bids over the winter and recommended the low bidder. The motion, moved by Alderman Susada and seconded by Alderman Larson, passed on roll call, 6–0.
Staff said the replacement includes a healthy contingency because of the dense underground infrastructure in the corridor; the project is scheduled to proceed as weather and contractor scheduling permit.
