Michigan City planners approve Track 1 secondary plat for Moore development, clearing way for 16 townhomes

The Michigan City Plan Commission on Feb. 25 approved the secondary subdivision plat for Tract 1 of the Moore Subdivision, a phased 40-unit residential development at the intersection of U.S. 12 and Moore Road, clearing the way for construction of 16 townhomes in phase one.
The action mattered because the commission’s approval confirms that the secondary plat conforms with the previously approved primary planned unit development (PUD) and satisfies four conditions set when the primary plat was approved. Staff reported all four conditions had been met before the vote.
Attorney Anthony Novak presented the petition on behalf of Pyramid Properties Inc., and owner Tony McCrete attended. Planning staff member Skyler York read department comments noting that the water department, city engineer and the fire department had no outstanding objections. York told the commission the petitioner had satisfied the four conditions imposed at the Oct. 22, 2024 primary-plat approval: an updated basin design for Track 1; the understanding that Track 2 stormwater will be reviewed when Track 2 is submitted; recording of a conservation easement prior to sale; and a basin maintenance agreement negotiated and completed between the developer and the sanitary district.
Novak said the project previously received primary-plat approval from the commission and was approved by the City Council on Dec. 3, 2024; final PUD approval was granted Jan. 28, 2025. “Thank you for all your support,” Novak said after the commission discussion.
After a brief exchange to confirm a formal motion and second, the commission voted unanimously in favor. Voting recorded: Connolly — yes; Dabney — aye; DeMedici — aye; Grandquist — yes; Hoffman — aye; Clender — yes; Tagietta — yes; Warner — aye. The motion passed 9–0.
Staff and commissioners said the development is intended to add housing supply; one commissioner thanked the petitioner and staff for working through earlier challenges to reach final approval. The commission’s approval was limited to conformity of the secondary plat with the previously approved primary plat and applicable subdivision standards; final building permits and Track 2 approvals remain subject to later review.
The commission’s formal approval will allow the petitioner to finalize the secondary plat and begin the next steps toward construction in the coming months. Track 2’s stormwater design and any sales of units are subject to the recorded conservation easement and the basin maintenance agreement stipulated as conditions of approval.
